Özet
Merkezi eğitim sisteminin yapı ve işleyişinden kaynaklanan problemler eğitim yöneticisi yerine eğitim lideri yetiştirmeye geçilememiş olması birbirinden bağımsız konular değildir. Yönetici yerine okul lideri yetiştirilebilmesi için öncelikle merkezi eğitim sisteminde âdem-i merkeziyetçiliğe geçilmelidir. Araştırmalara göre mevcut örgütlenme modeli, yönetim felsefesi ve gelenekleriyle ülkemizde eğitim yöneticisi yetiştirilmesiyle ilgili sadece kuramsal düzeyde kalabilecek tartışmalar olduğu ve modern yönetim anlayışı açısıyla değerlendirildiğinde Türkiye’ de eğitim yöneticisi yetiştirmek çok güçtür. 21. yüzyıl okullarında görev alacak yöneticilerin taşıması gereken özellikler, uygulamalar ve ölçütler var olan merkezi sistemin yapısı ve örgütlenmesiyle sağlanamayacağı görülmektedir. Bu araştırmanın amacı Zonguldak ili Karadeniz Ereğli ilçesinde görev yapan öğretmenlerin eğitim liderlerinin yetiştirilmesine dair öğretmenlerin görüş ve düşünceleri doğrultusunda eğitim lideri yetiştirilmesinde kullanılan uygulamaların yeterliliğini tespit etmektir. Yapılan araştırmada nitel araştırma yöntemlerinden olgu bilim deseni kullanılmıştır. Araştırmanın çalışma grubunu Zonguldak ili Karadeniz Ereğli ilçesinde görev yapan 15 öğretmen oluşturmaktadır. Araştırma verilerinin toplanmasında kişisel bilgi formu ve görüşme soruları kullanılmıştır. Verilerin analizinde betimsel analiz yöntemi kullanılmıştır. Araştırmada öğretmenlerin eğitim liderlerinin yetiştirilmesinde kullanılan eğitim programlarını yetersiz buldukları ve geliştirilmesi gerektiğini düşündükleri tespit edilmiştir. Eğitim liderlerinin yetiştirilmesi ile ilgili Milli Eğitim Bakanlığının çalışma yapması gerektiği bu konunun önemli bir durum ortaya çıkardığı başat öneriler olarak ortaya konulmuştur.

Abstract
The problems arising from the structure and functioning of the centralized education system and the inability to transition from educational administrators to educational leaders are interconnected issues. In order to cultivate school leaders instead of administrators, a shift towards decentralization should be prioritized within the centralized education system. According to research, the current organizational model, management philosophy, and traditions in our country only allow for discussions related to the theoretical aspects of training educational administrators, and it is extremely challenging to train educational administrators in Turkey when evaluated from the perspective of modern management principles. It is evident that the characteristics, practices, and criteria that future administrators in 21st-century schools need to possess cannot be achieved within the existing structure and organization of the centralized system. The aim of this research is to determine the adequacy of the practices used in the training of educational leaders in line with the opinions and thoughts of teachers working in the Black Sea Ereğli district of Zonguldak province. The phenomenology design, one of the qualitative research methods, was used in the study. The study group of the research consists of 15 teachers working in the Black Sea Ereğli district of Zonguldak. Personal information form and interview questions were used to collect the research data. Descriptive analysis method was used in the analysis of the data. In the study, it was determined that the teachers found the training programs used in the training of educational leaders insufficient and thought that they should be improved. The need for the Ministry of National Education to work on the training of educational leaders has been put forward as the main suggestions that this issue reveals an important situation.
