Özet
Kapitalizmle birlikte tarımsal yapının parçalanması, kırsal alanda iş olanaklarından yoksun kalanların kentlere göç etmesi, kentlerde istihdam sorunu yaratan yoğunlaşma, güvencesiz işlere yönelme, kentlerde zamanla enformel sektörün büyümesi, kentlerdeki mekânsal ve toplumsal farklılaşma gibi gelişmeler kentsel yoksulluğu tanımlamada önemli faktörlerdir. Özellikle 1980‟li yıllardan itibaren, post-fordist üretim tarzının getirdiği esnek çalışma koşulları, kent mekânlarının küresel sermayenin kontrolü altına girmesi ve devletin mekânsal gelişmelere müdahale olanaklarının sermaye lehine tırpanlanması, kentlerde toplumsal ve mekânsal parçalanmayı derinleştirmektedir. Günümüzde kent yoksulluğu; güvencesizleştirme ve dolayısıyla sosyal dışlanmayı önlenemez bir boyuta taşımaktadır. Bu çerçevede araştırmanın amacı, süreklilik kazanan sosyal dışlanma ve güvencesizleştirmenin kent mekânı bağlamında tartışılması, bu iki kavramın yoksulluk sorunsalı üzerinden açıklanmasıdır. Çalışmanın temel problemi, sosyal dışlanma ve güvencesizleştirmenin, kent yoksulluğunun bir sonucu olarak ortaya çıkması ve güvencesizlik ile sosyal dışlanmanın da yoksullukla birlikte birbirlerini yeniden üretmeleridir.

Abstract
Such changes as destruction of agricultural structure along with capitalism, immigration into cities from rural areas where there aren’t any job opportunities left for the ones who are immigrating, condensation that poses a problem of unemployment, tending towards precarious jobs, growth of informal sector in cities in time, social and spatial disparities are of vital importance to define urban poverty. What deepens social and spatial disparities in cities is following as: flexible working conditions as a consequence of Post-fordist mode of production since especially 1980s, urban spaces being under control of global capital, destruction of possibilities for the state to intervene in spatial developments in favor of the capital. Urban poverty at the present day makes it hard to control precarization and so social exclusion. In this regard, the aim of the study is to discuss social exclusion and precarization, which are becoming unceasing concepts over time in the context of urban spaces and explore both concepts as regards to urban poverty.
