Özet
Bu çalışmada Amerika Birleşik Devletleri (ABD), Almanya ve Türkiye’de özel yetenekli bireylere sunulan eğitim olanaklarının, ülkelerin eğitim politikaları ve uygulamalarına yönelik çalışmaların geçmişten günümüze karşılaştırılması yapılmıştır. Çalışma yatay yaklaşım ve tanımlayıcı yaklaşım yöntemleri kullanılarak gerçekleştirilmiştir. Çalışmada yer alan tüm ülkelerdeki özel yetenekli bireylere yönelik eğitim uygulamaları dört başlık altında (genel durum, yasal düzenlemeler ve özel uygulamalar, özel yeteneklilerin tanılanması ve öğretmenleri) incelenmiştir. Veriler doküman incelemesi yöntemiyle elde edilmiş ve aynı yöntemle analiz edilmiştir. Analiz sonrasında elde edilen bulgular karşılaştırmalı olarak ele alınmıştır. Sonuçlar doğrultusunda araştırmacılara yönelik öneriler sunulmuştur. Elde edilen bilgilere göre, Türkiye’de özel yetenekli bireylerin eğitimi Anayasa, hükümet programları, kalkınma planları ile ele alınmıştır. Fakat mevcut yasal düzenlemeler eğitim sistemini özel yeteneklilerin eğitimine uyumlu hale getirememiştir. Diğer ülkelerde ise bu alanda yapılan her türlü girişim ve çalışma eğitim bakanlıkları tarafından desteklenmektedir. Sonuç olarak her üç ülkede özel yeteneklilere yönelik eğitim politikaları ve uygulamaları eleştirel bir bakış açısıyla değerlendirilmiştir.

Abstract
In this study, the educational opportunities offered to gifted individuals in the United States (USA), Germany and Turkey, and the studies on the education policies and practices of the countries from the past to the present were compared with each other. The study was carried out using horizontal and descriptive approach methods. Educational practices for gifted individuals in all countries included in the study were examined under four headings (general situation, legislative regulations and special practices, identification of gifted people and their teachers). The data were obtained by the document analysis method and analysed with the same method. The findings obtained after the analysis were handled comparatively. Based on the results, suggestions are offered for the researchers. According to the data which has been gathered, education of gifteds in Turkey was brought to agenda with constitutions, government programs and development plans. Despite all the efforts, existing legal regulations isn’t compatible with the education of gifted individuals. In other countries, all attempts and studies in this area are supported by the education ministries. As a result, education policies and practices for the gifted in all three countries have been critically evaluated.
