Özet
Sivil toplum ile demokratik bir siyasi düzen arasında yakın bir ilişki olduğu günümüzde genel olarak kabul görmektedir. Ancak gerçek amacına hizmet eden bir sivil toplum düzeninin kurulması için de öncelikle demokratik bir devlet düzeninin varlığı gereklidir. Yani bir ülkede çeşitli halk kesimlerinin devlet nezdinde temsil edildiği, etkili bir sivil toplum düzeninin kurulması, demokratik bir siyasi düzen olmadan pek mümkün gözükmemektedir. Devletin de vatandaş gruplarının katılımını sağlayan demokratik bir siyasi düzen kurabilmesi için, devletin resmi ideolojisinin dışında bir söyleme sahip, temsil ettiği toplum kesimlerinin sorunlarına odaklanmış, güçlü bir sivil toplum hareketinin varlığı hayati derecede önemlidir. Kısaca demokratik bir devlet yönetiminin, güçlü bir sivil toplum düzeni kurulmasına; devletten özerk hareket eden güçlü bir sivil toplum hareketinin de devletin demokratik bir yönetime kavuşmasına hizmet ettiği söylenebilir.
Demokratik bir siyasi düzenin kurulması için, öncelikle bu anlayışın yerele yayılması gerekir. Bu anlamda devletin, demokratik düzeni yerelde hâkim kılmadan, merkezi yönetim eliyle demokratik bir düzen kurabilmesi hayli güçtür. Çünkü bu durum her şeyden önce halkta, demokrasi kültürünün oluşmasına bağlıdır. Bu noktada sivil toplumun önemi, ortaya çıkmaktadır. Halk, üyesi bulunduğu farklı sivil toplum organizasyonları aracılığıyla, hem seçme, seçilme ve temsil gibi demokratik hayatın gereklerini yakından tanıma şansı bulabilmekte hem de bu örgütler sayesinde, devlete sesini duyurabilmektedir. Bu durum ise vatandaşın, yönetimin aldığı kararlara katılımını kolaylaştırmakta ve demokratik düzenin öngördüğü, vatandaşın devlete olan bağlılık ve aidiyet hissini güçlendirmekte; vatandaş nezdinde devletin daha meşru algılanmasına hizmet etmektedir.
Bu çalışmada, ilgili kaynaklardan yararlanarak sivil toplumun yerelde, demokratik bir siyasi-toplumsal düzen kurulmasında, katkısının ne düzeyde olduğunun araştırılarak ortaya konması amaçlanmaktadır. Bu katkı, belli bir bölge veya ülkede değil, genel olarak sivil toplumun yerel demokrasiye olan katkısı anlamında ele alınacaktır. Çalışmada nitel analiz tekniklerinden, betimsel analiz tekniğinden yararlanılacak, veriler mantıki bir sıraya konup bu betimlemeler yorumlanarak sonuçlara ulaşılacaktır.

Abstract
It is generally accepted today that there is a close relationship between civil society and a Democratic political order. However, the existence of a Democratic state order is necessary for the establishment of a civil society order that serves its true purpose. In other words, the establishment of an effective civil society order in a country where various sections of the population are represented by the state is unlikely without a Democratic political order. The state administration that allow for the participation of citizen groups and to establish a Democratic political order, the official ideology of the state is outside the problems of the society that it represents a discourse that is focused on the existence of a strong civil society movement is vital. In short, it can be said that a Democratic state administration serves to establish a strong civil society order; a strong civil society movement acting autonomously from the state also serves to achieve a democratic government of the state.
In order to establish a Democratic political order, this understanding must first be disseminated to the local community. In this sense, it is very difficult for the state to establish a democratic order by the hands of the central government without making the democratic order dominant in the local area. Because these situations depend primarily on the formation of a culture of democracy in the people. At this point, the importance of civil society emerges. Through the different civil society organizations of which it is a member, the people can get the chance to know the requirements of democratic life, such as election, election and representation, and through these organizations, they can make their voice heard to the state. This situation facilitates the participation of the citizen in the decisions taken by the administration and strengthens the citizen's sense of loyalty and belonging to the state as envisaged by the democratic order and serves to make the state more legitimate in the eyes of the citizen.
In this study, it is aimed to determine the level of contribution of civil society to the establishment of a Democratic political-social order in the local area by using related resources. This contribution will be addressed not in a particular region or country but in the sense of the contribution of civil society in general to local democracy. In this study, qualitative analysis techniques, descriptive analysis techniques will be used, the data will be placed in a logical order, these descriptions will be interpreted and results will be reached.
