Abstract


THE ACTIVITIES CARRIED OUT BY HACI ADİL BEY, THE MINISTER OF INTERNAL AFFAIRS OF THE TIME AND THE BOARD OF REFORMISTS IN RUMELIA ACCORDING TO THE PRESS OF THE SECOND CONSTITUTIONAL ERA
The present study aimed to explore the activities of the Board of Reformists formed under the presidency of Hacı Adil Bey, the Minister of Internal Affairs of the time with the purpose of seeing on site what actions could be taken in Albania, especially in terms of education and public works, based on the newspapers having a high circulation at that time. The decisions and steps taken especially with regards to education by the Board of Reformists that set off in the spring of 1912 and returned to İstanbul after following the route of Thessaloniki, Skopje, Mitrovica, Peja, Gjakova, Shkodra, Elbasani and Ohrid were the focus of the present study. On the other hand, it was found out that government offices, roads, police stations and prisons had been built besides schools in the region, within the scope of the reform plan. The activities of the Board of Reformists in Rumelia were mentioned in articles besides the newspapers of the time. During this era, references to the actions taken in Albania were not just limited to newspaper columns but also discussed in the Council. Hence, Hacı Adil Bey, the Minister of Internal Affairs of the time took the floor and gave information to the Council about the activities carried out with the Board of Reformists in Albania.
